Selection Process
The selection process for the Junior Legal Officer post consists of two stages:
First, a written examination is conducted.
Second, candidates who secure the minimum qualifying marks in the written exam, as decided by the Commission, are called for the interview (Viva-Voce).
Final selection is based on combined performance in both stages.

Written Examination – Structure
The written examination consists of four separate papers. Each paper carries 50 marks, making the total written examination 200 marks.

Each Rajasthan Public Service Commission has specified the following important examination conditions:

  • Each paper is of 3 hours duration
  • Each paper contains 150 objective-type questions
  • There is negative marking, where one-third (⅓) mark is deducted for every wrong answer
  • Minimum qualifying marks are 40% for General category candidates
  • Candidates belonging to SC/ST categories get a 5% relaxation, meaning 35% qualifying marks

Detailed Syllabus (Paper-wise)
Paper I – Constitution of India
This paper focuses on the core principles of the Indian Constitution with emphasis on practical application.
The syllabus includes:

  • Fundamental Rights
  • Directive Principles of State Policy
  • Enforcement of rights through constitutional writs
  • Functioning and powers of the High Courts and Supreme Court
  • Role and functions of the Attorney General

The focus is not only on theory but also on understanding how constitutional provisions are enforced in practice

Paper II – Criminal Law (New Criminal Codes)
This paper is based entirely on the new criminal laws introduced in 2023.
It includes:

  • Bharatiya Nyaya Sanhita, 2023
  • Bharatiya Nagarik Suraksha Sanhita, 2023

Special importance is given to provisions that are commonly referred to and applied in government offices, making this paper highly practical in nature

Paper III – Civil Laws and Rajasthan State Laws
This paper covers major civil laws along with state-specific legislation relevant to Rajasthan and JDA functioning.
The syllabus includes:

  • Bharatiya Sakshya Adhiniyam, 2023
  • Limitation Act
  • Transfer of Property Act
  • Indian Contract Act
  • Rajasthan Land Acquisition Act, 2013
  • Rajasthan Tenancy Act
  • Rajasthan Registration and Stamps Act
  • Jaipur Development Authority Act

In addition, candidates are tested on:

  • Interpretation of statutes
  • Legal drafting skills
  • Conveyancing and preparation of legal documents

Paper IV – Language
Paper IV is divided into two parts, testing both Hindi and English language proficiency.
Part A: General Hindi focuses on:

  • संधि और संधि-विच्छेद
  • उपसर्ग एवं प्रत्यय
  • पर्यायवाची और विलोम शब्द
  • वाक्य शुद्धि
  • मुहावरे एवं लोकोक्तियाँ
  • कार्यालयीन और विधिक शब्दावली
  • गद्यांश बोध और संक्षेपण

Part B: General English includes:

  • Tenses
  • Determiners
  • Phrasal verbs and idioms
  • Active and Passive voice
  • Coordination and Subordination
  • Direct and Indirect speech
  • Modals expressing concepts such as obligation, permission, probability, intention, condition, comparison, and contract

Interview (Viva-Voce)
Candidates who qualify the written examination are called for the interview.
The marks allotted for the interview do not exceed 10% of the total marks considered for final selection.
